I think there are a few DC characters who might beat him out (namely bats and supes), but in Marvel comics for sure! He's a dinosaur, made in the 40s where most of Marvel's characters (the well-known ones, anyway) were made in the 60s, and his name is Captain friggin America, so he ends up getting shoved into a whole lot more stuff than most other characters because Patriotism™ lol
